Why did FDR permit the fillibuster and defeat of the anti-lynching bill in 1938?

Again, back then, Democrats had to pander to southern votes. Now the South is the Republican base. According to Republican logic, the South mentally transferred all of their racism to the Democrats upon joining the Republicans.
