What are you 10 cities wo should get expansion teams?

Cities and states are teetering on fiscal chaos...there aren't 10 cities in North America that can even consider making a blueprint for a future bid on a franchise. Besides Los Angeles - and whatever city loses its franchise to LA - the expansion can only come through Europe, which is well into the future - if at all.
